Q 1. i am a apartment owner in a 10-flt apartment in kolkata. the flat is handed over to us and we have formed an association, though we have not registered. at the first general body meeting of the flat owners, we decided to charge Rs. 250/- per month. but 2 flat owners not stay in the building. though they have taken possession and registered their flat. if any rule they dont give monthly maintenance charges

All the flat owners, whether actually residing in the flat or not, are bound to contribute towards common expenses.

Every flat member is bound to pay the common expenses doesnt matter wheather they are staying in the property or not.
