If a Property tax is filled in 04persons name?

If a Property tax is filled in 04persons name, and another property tax for a seperate property is filled in 01person name, does it means that the owner of the company are four person in first case and only 01 in second case.

Ownership i.e. Title is not determined on the basis of names on property tax bills.
