Property Tax

I purchases property in the month of dec-06 from first owner, society registered in april-08. Name on property tax is on first owner, now i want to transfer/change name in muncipal office records for that they have asked for NOC,

Please guide me who will issue the NOC ??? Society or Builder....???

If conveyance is complete in favour of society, then NoC will be issued by Society. Else, by the Builder.

Municipal office is not supposed to require NOC against registered document. Document is registered after pursuing the arrears, if any.
