Legal Question in Real Estate Law in India

I have purchased a flat in Mumbai and wanted to rent it out as a guest house to a corporate. However, the builder is refusing to give NOC citing security reason. He claims that as there are no fixed tenants during the tenure of the lease, it is hard to do verification. For corporates, it is not possible to give a prior list of possible tenants as they have employees visiting from all over the world for short stints. My question is that can the builder/society create such a rule ? Right now, other societies are still allowing corporate guest houses, so how can one particular builder/society prevent me from using my property the way I want to use.
