Legal Question in Real Estate Law in India

I purchased a plot from builder , now registration is being done , i think after that builder should not have any right to put charges on us .

but he is puting below condition in registration

9. That, the Vendee shall be bound to start construction of the house on the said plot after obtaining necessary sanction of the Competent Authority within a period of 3 years from the date of offer of possession, failing which it shall be in the sole discretion of the Vendor to extend the period for commencement of construction, but in that event the Vendee shall be liable to pay charges, @ Rs. 50/- Per Sq. mtrs. per month for the delayed period or such charges as may be applicable at the appropriate time. The Vendee undertakes to submit to the Vendor a certified true copy of the Completion/ Occupancy Certificate to the full satisfaction of the Vendor. It is clearly agreed and understood by the Vendee that while constructing the residential building, construction will be carried out in accordance with applicable building bye-laws, rules & regulations.

Have entire deed with conditions imposed by Govt or Local Authority while sanctioning layout vetted by your lawyer.
