Question related to property dispute

A site was alloted by BDA . The person to whom itwas alooted has four brothers.

A bunch of 4 educated men lied on paper (perjury - signed off by magistrate) that property was ancestral when it actually was not. Because the brother to whom it actually belonged never had any sons his brotheres were interested in bagging that.. Then the BDA (bangalore development authority) property which alloted was transfrerred to one of the other brothers. To claim as ancestral the father had died before the land was alloted to son, so how can that be possible.? All this was intentionally done to hurt the daughters who were all minors (less than 12 years ) at that time.

This matter has been left for several years, now the daughters lost their father , and would like to see if there is any option to get the records and pursue any case .

The daughters can bring the facts in a Petition to BDA asking them to cancel the transfer to the Brother, stating clearly the facts which would show that a fraud has been played upon BDA by false claim of ancestral property in securing the transfer order.
