Real Estate law in Maharashtra/Mumbai, is there a law or term stating that if the builder delays the possession of the said flat the builder is liable to pay 9% interest on the total amount paid against the said flat ?

That clause is applicable when flat purchaser opt to cancel the agreement on account of delay in delivery of possession.
