Legal Question in Real Estate Law in

i am the secretary of the co-op. hsg. society two of our members are defaulter one was not paying monthly maintenance since last 15 years i elected as secretary before 1 year than he started to pay the maintenence but we are requested him to pay outstanding dues as per bylaws with 21% simple interest but he is not ready to pay but current maintenance he is paying we told him that the maintenance u r paying we adjust in outstanding so pls. u clear the outstanding maintenance which is 92,000/- and another second defaulter was our ex-secretary since last 5 years he was not doing audit when we insist him he did the audit but as per audit 2,57,000/- cash in hand he has to surrender but he is saying that i can't give it. since last so many years these 2 people are harrasing us now we want to go for redevelopment of the building so these people r again going against rest of all society members out of 20 we 18 members r ready what to do with these 2 members we request then frequently but they do not ready to co-operate even though they are defaulter. pls. guide me what i can do? what laws i can show them ? i want to show them written laws.pls. guide.

you may go by bye laws and issue them a notice for arbitration in to the matter by registrar societies
