Legal Question in Real Estate Law in India

I want to know if there is any way by which I can sell my mother's residential plot in Rewari(Haryana# in her absence as she will be out of india for around 1 year.

Will Power of Attorney work. If yes is it essentialy be made at Rewari or it can be even done at Mumbai#my current location).

Also will notarised will do or registration is required. What tax if any is to be paid for registration .
