How is seniority of membership decided as per the housing body in mumbai?

1 Owner sells the flat to buyer

2 Owner dies and the flat is transferred to wife

3 Owner dies and the flat is transfer to son

Who decided the seniority in the society and if there is a procedure and the rule is not followed what is the method to rectify this error if any?
