Legal Question in Real Estate Law in India

Sir, this is regarding DDA Housing Scheme 2010 : what is the reason for dda asking affidavit vide annexure D & E from both husband and wife to the effect that they are legally wedded. Further, why dda is asking for photo and specimen signature of wife also vide Annexure-I even if only husband has applied and is to be alloted flat. In this case, how DDA Flat can be registered/conveyance deed in the name of only husband without any affidavit or specimen signatures from wife.
