Legal Question in Real Estate Law in India

Sir, my grandfather purchased a plot through Registered Sale deed in Delhi with own name. He was expired in 2005 and no write any WILL. Now my elder brother occupy and construction on this plot forcibly without partition this property. I have lodge a Mandatory suit for Injunction in Civil Court and court directed to defendents to maintain Status Quo (Stay order) for consturction of suit property. My question is after the status quo order can my brother has applied for water and electricity connection on suit property and install the both connections on suit property. Please guide me. Did you file a suit for partition or not? He can move an application for water and elec. Meyer before the court concerned for permission. You may visit www.karvai.in for further guidance.
