Legal Question in Real Estate Law in India

Hi sir

Mr. X is an allottee of office space in a commercial building constructed by a builder, he has paid full and final consideration towards the cost of the office space. he did not execute sale deed in his favour. He sold out the space to Mr. Y and Mr. Y further sold out the same to Mr. Z without executing sale/conveyance deed in his favour. Now Mr. Z wants to execute sale deed in his favour.

My query is that:

Is it legal that being the immovable property in existence a person sell to another without executing a sale deed through agreement to sell with the consent of the builder.

here the sale means the transfer of right which he aquired from contract so he can do so,if the builder ratifies the same in any way then there is no problem.
