Hello Sir,
Thanks for replying to my question that after my father's death, it's my family(mom and my siblings) who are legal heirs of the plot
Our plot is on lease hold and our local authority is Municipal Corporation New Delhi

In such case, you will have to apply to both, DDA/LDO - the Lessor and MCD - the local authority.
