Society formation without completion certificate from corporation

Our five floor building (Pune)having 32 flats ,out of those only two and half floors are sanctioned( 15 flats).

We do not have completion from corporation yet.

Is it possible to form housing society for our building ?

if yes , Is it possible to sell did building land to this housing society.

Yes, you may form a society and transfer the property to the society by complying with the provisions of the Cooperative Societies Act and Rules/Bye-laws; however, you may need to obtain sanction of/for construction from appropriate authorities.

Formation of society is possible.

Sale Deed appears difficult.
