Society & Parking charges for new purchase

I have purchased, 1225 Sq. Ft. (Super Build up area) new flat at Mira-Bhayandar(Mumbai Suburb). Builder have asked me to pay following charges on possession of said flat----Rs. 35000/- as Society Charges, Rs. 35000/- as Parking charges, Rs. 30000/- as 18 months advance Maintenance charges, Rs. 20000/- as Municipal Tax for one Year. Kindly guide me If this claim is legal so as to take necessary action
