I have sold my two-wheeler to a man. Due un-availability of NOC from the previous financer at the time of selling, the transfer at the DTO office cannot be done. But after I have received the NOC, I have handed over the NOC to the man to transfer the bike. But after 1 month also, he has not transferred the bike and not responding to me. Please advise.

You may send him a registered notice demanding transfer or vehicle or return of the vehicle with a copy to the local police station. Besides, you may also inform the registering authority of your area where vehicle is registered about sale/delivery of possession.
whether you receive the full payment. and if yes then whether u receive the affidavit from the purchaser about possession of vehicle else any wrong or crime done by that person on your vehilce then you will be responsible.
