Under SRA Scheme, If the Builder is prolonging the project for his own Benefits so what action can be taken in such a case as Builder is waiting for a Metro project to be completed so that he will earn huge amount of Profit, the Agreement which was made by him has expired in 2007.

You have both the remedies of criminal and civil (damages and specific performance etc) in nature against the builder.

Check terms of agreement and act accordingly.

If agreement provide for time bound compliances by developer and same having not been done, then you may consider termination of agreement.
