Stamp duty & registration-Maharashtra Amnesty Scheme

date of agreement of my flat is may 1987.Original agreement has been stamped ''Impounded'' by Thane Collectorate with date August 1994. Also words ''Stamp duty paid in full with penalty'' is stamped at a later date Sept 1994. Flat was not registered at that time . what does word ''impounded'' mean & in view of amnesty scheme declare by maharashtra govt, what action is to be taken by me

An instrument can be impounded or seized under Bombay Stamp Act. After impounding, the Collector of Stamps adjudicate proper stamp duty and upon payment of such stamp duty, such instrument is endorsed fully paid or duly stamped.

Since your document was duly stamped in 1994, there is no need to apply again now.

Document may be impounded before registration where it is stamped insufficiently, after affording opportunity. Even after registration, it can be impounded if it is produced before public officer and found insufficiently stamped.

Impounded means that the document was not registered for want of sufficient stamp duty. however, when the stamp duty was paid at a later date, registration ought to have been completed. You may approach the local revenue authorities for guidance.
