Legal Question in Real Estate Law in India

Stamp duty

It is understood Suprintendant Stamps-Mumbai is levying Stamp duty on agreements prior to 1980 on agreement value of that year, however for those between 1980 & 85 with current market value, What is he logic? IGR-Pune notification dtd 10/06/2006 states any agreement deed executed before 10/12/1985 is liable to pay full SD on current market value at the time of conveyance.

Question2: Market value concept might have immerged in the year 1980 but appropriate market value readyreckoner started from 1990, then why not SD before 1990 be calculated on agreement value of that year? Why such differntiation by stamp office-mumbai?
