Stilt parking registration

Builder gave me allotment letter for stilt parking. Can I paid stamp duty on the letter and get it registered?

Registration of the Deed is only possible with the presence of all the parties in the Sub-Registrar office within 3 months from the date of allotement.

And as far stamp duty is concerned you may pay it.

You can pay stamp duty.

Registration is possible with presence of all the parties within 4 months from the date.
