Legal Question in Real Estate Law in India

In the text of the LA Act, 1894 seen through the link you provided, there is no sub-section (3) to section 12. So is the case with many of texts of the same Act available in many of the websites, including that of the Supreme Court and the MoRD. Is there at all such a section or rule in that Act granting such an exemption. If 'no' is the answer, will not the basic reasoning behind the ratio decidendi become erroneous?
