You may file an application for inspection of title with the concerned authorities by deposit of requisite fee and inspect the title/ownership records/ register for thirty years.

One needs to look into the ownership - original papers of the person who is selling the apartment. Not only that his ownership is to be checked, the complete chain documents of the various hands the property has changed has to be looked into. Whether the name of the owner has been recorded in the books of builder of the apartments.

One certainly needs to look into the papers of electricity, water, municipal taxes?

You may need to check original title document, its certified copy, fard, utitlity bills, property tax, NEC or NOC, chain deeds etc.
