Transfer of flat
Flat has been purchased in a CHS in Mumbai. Share certificates are appended accordingly. Now changing the name on society display board is whose scope? Can society charge the member for this additionally when all necessary transfer fees etc. are paid?

Yes.
The Society is run by its bye-laws duly approved by the RCS. The expenses incurred by the Society are charged from the members.

Transfer fees are for transfer of membership.
For change in name of board, you need to pay whatever expenses are necessary.
