Transfer of Property

My father expired without writing a will. We are 4 sisters. The house where he was residing was in his name and in the name of the eldest daughter. Now the youngest daughter wishes to purchase the flat. Only after transferring the flat in her name can she apply for a loan against the flat to pay off her her other sisters. Can you pls. explain the shortest and the cheapest way in which we could have the flat transferred in the youngest daughters name. Thanks!!

Formalities concerning transfer of an immovable property are neither short nor cheap.
