I wanted to rent a place which was under construction in April 2010. The Owner promised the work will get over and the building will be ready for occupation by May 2010. Hence I gave 2 lac as rental advance. On agreed rent of 15,000 per month starting from June 2010.
The Owner did not finish the work as promised. I waited till July and expressed my disinterest in occupying the premises. I requested for refund of the rental advance and the owner agreed too. Still he has not paid me back. Two months back he gave me a cheque for 2 lacs but it was bounce due to insufficient balance.Later the owner said that he will pay me back along with interest. Now Pls suggest me what should I do. To get back the money with interest

file a money recovery suit or u can after serving notice to pay the cheque amount can file case under 138 negotiable instruments act
file both civil suit and as well as criminal proceedings under Sec.138 NI act
