what will be the court fee for getting succession certificate for Rs.9 lacs in State of Kerala. Also what should be the professional fees paid to the lawyer handling the matter

Different states have different laws for court fees. Kindly go through court fees act applicable to Kerala State.
There is no rule or regulation governing Lawyer Fees and same has to be discussed and decided mutually.
