Wrong feedback from builder

We r Ressetllmet land Villager, total land 36 ekar, & As per agreement builder develop 30% land our villagers, but he cant do this & also ignor our villagers problems since last 10 yrs Please suggest wat we do?

Your statement is not clear on facts.

If the builder has breached the agreement, you may sue him for damages.
