I purchased a property in sale under sarfasi, and 25% amount paid in time,then a person approach to bank and offered higher amount, whether bank can cancel deal..

No. Once the sale is confirmed in your favour the Bank cannot susbequently offer the property to another person, even if he offers a higher amount.
