what should i do when a person uses my document to steal my identity, & what if he steals my identity? Applies for driving license with my name and his photo, applies for a passport and also applies for a phone connection.

you may file a criminal complaint against him for impersonation and forgery with an intent to commit fraud. its a serious offence.,
