can a person give a loan of Rs.6,50,000/- and file a suit even though he is not a pan card holder?

It is immaterial that you are an Income tax assessee or not.Inspight of not having PAN you can very well fight for your outstanding debts by filing suit in the court of law.It is the duty of the Income tax department to detect the tax evaders and proceed as per Income tax laws.
