Sir,
Is it mandatory to close the income tax file i.e. deactivate the PAN Card when a Govt. Employee expired, and if yes then how can I do it?

not necessary but to avoid unncessary waste of time and work to the department its better to file a letter after the assessee's demise enclosing a death certificate issued by local authorities.So that there would not be any further notices and the file shall be closed as you said.However if any taxes due or demanded you have to complete the formalities by fulfilling the departments demand.
