I have purchased a under construction flat in Pune in the month of November 2011, cost of flat is around 19.75 Lacs(excluding stamp duty and Registration charges), builder asking for the service tax.
I heard service tax is not application on flat costing below Rs. 20 Lacs, could you please help me in this regard, I will be greatful if you provide GR (if any).

Consult a local lawyer and pay him / her for written opinion. Send that opinion to builder. [email protected]
If you have paid a certain amount to the builder for a under construction building/flat, the builder is justified in charging service tax from you as his activity is covered under the Construction Services.
As regards your second concern that service tax is not applicable below Rs 20 Lacs value of the flat is not correct.
