i registered my flat in 2008, paid full amt by july 2010 .do i need to pay service tax. is the circular dated 29th jan 2009 by CBDT regarding payment of service tax applicable in my case

Service tax by its name itself denotes that the form of tax levied for the services rendered to X for some monetary returns.In your case I don't see any form of service provided by you to any X.
