RR transfer from one state to another
I have a trading unit(paper and boards), I buy the material from Tamilnadu and sell it kerala, so I buy the material from TN and ask them to mention the delavery at address of kerala and send the material directly to kerala. The Question is every time it reaches kerala checkpost they issue a notice stating that its a invalid sale and that I have to produce my bill even though I clearly mention the CST and TIN no and all details . Is there any Law or clause in the sales tax book which says that this kind of sales can be done ?

You may transfer the goods directly to Kerala by becoming a distributor and not the indirect seller.But to be frank you haven't mentioned from where you are operating the business.
