Legal Question in Tax Law in India

We are starting a new company. We applied for central excise registration on line and a system generated Number given. On enquery with Range, they informed the verification is over and hard copy of the certificate will be received from Division Office. More than one month has passed and so far we have not received. What is the time limit with which the Excise Office is bound to give the hard copy. On enquiry, it is said that we have to shell out thousands of rupees under the table to get the same. Could we waint and do our manufacturing & despatching activities mentioning the system generated reference number?

You can keep on using the system generated number until you get some written communication from the department regarding your registration.. No need to shell money on this. You may send a letter enquiring about the status of the final Registration number.
