A UK national died in 2009 with a bank deposit in India, does Indian sucession law govern the treatment of the money in India and would the Indian bank recognise or act on administration letter issued by a UK court?

yes, the Indian Government would recognize the administration letter issued by UK courts unless the deposit is not subject matter in any court of law in India.
