Are the parties allowed to go to the court when the conditional arbitration does not satisfy them ?

Incomplete facts.There is no question of satisfaction or dissatisfaction of the parties.If there is arbitration agreement then dispute between the parties are to be adjudicated as per Arbitration Act.However parties are free to make any change by mutually.

if both parties are unwilling to go in arbitration then you can go to court also.

if you are not satisfied with the order of arbitrator then too you can move to court.

I suppose your taking about arbitration award.

If your not satisfied with the arbitral award, then the party aggrieved can certainly move to court.
