Legal Question in Wills and Trusts in India

I own a flat in a co-operative housing society in Bangalore. The flat was sold without a covered garage. The managing committee of the building (comprised of certain residents) decided to rent open-air spaces within the compound to those who didn't own covered garages. Since these outdoor spaces are a part of the common property of the building, please let me know if they are justified in charging rent for them, or if it is illegal in the state of Karnataka.
