Do legal Heirs have to obtain Probate in order to tansfer property through a will ?

Can a Succession Certificate be obtained by legal Heirs to transfer property through a will.

If any dispute arised about the WILL then probate is necessary otherwise succession is quite enough.

If there is a will, probate is necessary; however, if there is no will, a succession certificate should be obtained.
