A man have two wives, suddenly he dies, then can they withdraw the money from bank if the amt. is 30,000/- and both the wives are living together, but bank manager denied to pay the money. He is asking for a succession certificate. Is it necessary to make a succession certificate if both of them have no objection in each other ? kindly describe...?

if no objection is given by all the legal heirs, including children, then the bank manager should not ask for the succession certificate and may release the money. But, in order to avoid any liability, the banks normally go for succession certificate. You may write to the banks senior officer about the no objection and they may then release the money.
