Legal Question in Wills and Trusts in India

My mother left a registered Will on my name. I have got the Will probated & recived Letter Of Administration from the High court. Now I have approched the society to transfer the flat which was on my mothers name on to my name. they are refusing to do so saying that Letter Of Administration does not make me owner of the property. How can they refuse to transfer the property on my name when i am the legal heir ?

My mother has left a regestered Will on my name & no one has objected to the will.

please advice what corse of action i should take.
