can any body through will transfer a lease property to any body without taking consent of lessor

No you cannot tranfer anything which is not your own.

anyone can transfer only that right which he owns.
if you are not having the complete right then how u can transfer it.

Yes lease property can be transfer through Will without the consen to of lessor
