Legal Question in Wills and Trusts in India

A tenanted/rented residentail house is occupiled by a widow alone. nobody is residing with her .she is critically ill & in icu.may not survive .husband has expired 10 years ago. no issues too out of wedlock.she has a married brother (with ownership flat in his wife's name) who take care of her. can she make a will/declaration for transfer of tenancy rights in favour of her brother?. rent receipt of landlord is in joint name of her late husband & herself.further she has given an undertaking not to sub let the same.

Without land lord's permission a tenant can't do anything in respect of rented property.
