Legal Question in Wills and Trusts in India

will

my grandfather was a refugee from pakistan. He had a refugee certificate which had the names of all his children who were majors. He came to india and and after he died the refugee certificate was taken by his oldest son -our father and he got for himself a plot of land on lease in his own name at concession rate given by the the government on the basis of the refugee certificate. .Since the plot of land was taken on basis of the refugee certificate which was in the name of his my grandfather and his other sons and daughters -my uncles and aunts . Is the property of my father an ancestral one or is it his own. Can he will it to any of his own children - us or do my uncles also have a right to this property ? My father constructed a house on the Govt. lease land out of his own savings & the land was allotted in my fathers name.
