I have filed bk one time. Can i file again? And if so does the judge have to let me file? Or can he/she decline my request?

Yes, you can file again for a Chapter 7 anytime six years after your last discharge (which would have been about four months after you last filed for bankruptcy.) You can file a Chapter 13 wage earner plan anytime (with few exceptions.)
