Cemetary flowers

Paid $190 so that 4 seasons of flowers would be on my parents grave since I have moved out of the State. Last year in June - no flowers but empty vase. Last May vase and flowers laying on ground because vase would not fit in the holder. Either damaged vase or wrong vase. Last Saturday no vase or flowers. Brochure states that ''the seasonal package assures you that your loved ones grave is always decorated. What can I do? It makes me sick to know that my Mother and Father have nothing on their grave.
