I used Drain Cleaning 911 in Michigan City Indiana and they only charged me $39 to unclog my toilet, but Roto rooter company a long time ago Charged me $350 for the same job that Drain cleaning 911 charged, am I entitled to a refund from rip off rooters?

No. You have to check what people are going to charge before they do the work. You can't go back now.
