Poor workmanship (electrical) from a subcontractor
Eighteen years after living in our home, I employed an electrical company to install some new outdoor patio lights. The orginal lights were improperly installed, also there was other work done to bring my electric up to code. This cost me an extra $90. The subcontractor who originally did the work will not cover it, as he said it's been too long, and the electrical passed inspection when the home was built. The two problems would not have been noticable to the building inspector. Should I request the $90 to get up to code from the builder? And on what grounds?

You are probably out of luck as there is a statute of limitations that limits the time period in which a claim can be made. You are beyond that time period. You can ask for the $90 but do not be surprised if the answer is no.
