Legal Question in Business Law in Indiana

Can a private high school withhold a diploma and refuse to send transcripts to other schools if money is still owed? Even if we have offered to enter into a payment plan.

Absolutely. It's typcially referred to as an "encumbrance"; it's an incentive for an obligor to make good on his/her debt.

Even if they accept your payment plan, they do not have to give you anything until the balance is completely paid. The rationale is: you have no incentive to pay your balance if the school gives you the benefit for which you have not fully paid for.

Colleges and high schools do it all the time. Perfectly legal. tma

Any attorney will say highs school and colleges do this all the time. They want to get paid; and so would you if positions were reversed. Consult with an attorney in your area for specifics.
